The first Junior Chamber International (JCI) Senator was Phil Pugsley of Canada. He was instrumental in the establishment of the JCI Senate program, which was officially adopted during the 7th JCI World Congress in Melbourne, Australia, in 1952. Pugsley also served as the first JCI Senate President, marking the beginning of this prestigious honor that recognizes outstanding service to JCI at various levels.
